Dear Vic, As a PADI instructor actively teaching in Texas I can state for a fact that I have "upgraded" 2 "scuba diver" certified divers to "Open water diver" with no problems. Ok, as long as I can remember, open water is the first certification received in scuba courses. So how does one become a certified diver before taking the open water course? That's a new one on me!

Dear Diver Down, PADI issues a "Scuba Diver" certification. This certification is good for life BUT requires you to dive with a PADI pro (such as a divemaster already leading the dive boat) and not to go below 40'. You can upgrade to an "Open Water Diver" by completing your last 2 open water dives and dives 4&5 in the pool. Hope this clarifies the situation for you. PADI MSDT#22170
